The special adviser/Director-General, Bureau of Lands and Survey, Ogun state, Mr. Adewale Oshinowo has stated clearly that Homeowner’s charter is not for revenue generation rather a form of support by the government to the people of Ogun state.
In an interview with a punchng correspondent, Samuel Awoyinfa, Oshinowo, talks about the Homeowners’ Charter scheme and other sundry issues
“The scheme is not to generate revenue; rather, the government is trying to support the good people of Ogun State. It will improve the economic value of the people. The scheme has generated a database, which will be useful to this administration and others coming after it. The data will assist the government to know the number of people living in a certain community and adequately plan for them in terms of provision of amenities and infrastructure.”
Speaking on the journey so far since he assumed duty in the Bureau, he commended his predecessor on a job well done. He stated that it was easy to take his predecessor’s handwork from foundation level to the next level owing to the internal innovations and motivation of the staff members and also the availability of modern equipment that makes the job easier. “This has greatly improved efficiency in the delivery of Certificate of Occupancy and other documents pertaining to land. Our system has been fully computerized. We have installed a Geographical Information System linked to the continuous operating reference centres in Kuto in Abeokuta, Ijebu Ode and Agbara.” He said.
“The state now issues digitalized Certificate of Occupancy with unique features that is difficult for anyone to clone or duplicate.”
“As soon as the government settles down, we shall begin the issuance of 500 Cs-of-O on a weekly basis.” He said.
On revoking a CofO, he had this to say, “We don’t revoke Cs-of-O without justification. We can only revoke one based on the following reasons: Failure to effect development on the land; the land constituting a nuisance in an area; failure to pay land rent after several reminders; or if the land is taken over for overriding public interest.
